They contend the system is based on money and therefore market-based programs offer solutions governments cannot. They explain why the system is in its current state and why the believe nationalized health care will not work. They propose a series of solutions, including Fair Care (an employer-based program), changes in Medicare to restrain costs and offer more control to participants through such measures as health savings accounts, tax-free health savings accounts for those not on Medicare, quick care facilities to provide services more cheaply than those offered by emergency rooms, regulation of fair medical prices, institution of risk pools, national-level marketing schemes and better support of wellness programs.
